A couple of weeks ago I had the same problem, but the only thing that I found to solve was a couple of screenshots that showed a huge download screen in my Photos app. I had a pretty good idea why this was a problem on my photos app, but not sure how to fix it. There is a way to unsync Google Photos and all of Google Drive with iOS devices. There is a Google Drive app that syncs Google Drive with iOS devices. I did a quick search and found that the app on my iPhone is the same app that syncs Google Drive with my iPad. But if you are using an iPad and you want to use Google Drive on your iPad, this will not work.
It may be the case that the iOS app is not the same app that syncs Google Drive on your iPad. Apple has a new app called iCloud Drive, which is supposed to be a syncing app. It looks like it does so much more than the iOS app. It is a photo and video syncing app that syncs Google Drive, iCloud Drive, and Dropbox accounts. If you use an iOS device, it should work. But it does not do what the Google Drive app does.
As someone who is very familiar with the way Google Drive works, I can assure you that the iOS app does in fact do the sync. It is just that the Google Drive app has a few bugs that prevent it from doing the most basic syncing functions.
